Does a plain English law work if someone enforces it?

In 2010 Congress asked federal agencies to write plainly and attached no penalty; we ran these same tools over 20,710 documents and found no detectable effect. The SEC's plain English rule does have teeth — so we measured 984 prospectuses across the boundary it draws through the middle of every one of them. The sections it regulates turn out to be the hardest part of the document. Full data published for both, so you can check us.
